Some of my favorites are,
Gantz Ch. 198-199: Oni Alien shapeshifts into Reika and has sex
Lobo/Judge Dredd -Psycho Bikers vs. the Mutants From Hell- mutant
impersonates woman
Murakami Kaizoku no Musume Ch 67: an assassin is able to morph his
body into anyone, impersonates pirate's daughter.

I'm amending my earlier choice.
For animated, the scene in "Scoob!" is my new favorite. Sorry,
Chameleon. Dick Dastardly has surpassed you for now on sex appeal
alone.

My favorite shapeshifter is Clayface.
My favorite MTF transformation is Ethan Bennet (the first Clayface
to appear in The Batman) which turns into detective Ellen Yin.

In terms of animation theres:
Ned's Newt with a lot of shapeshifting through out the series but
most notably S1 ep05 and S1 ep10
The Shuten Douji OVA - Oni impersonates school girl
Katanagatari ep 1-ninja takes the form of a girl and impersonates
her
The Mask TAS with multiple shapeshifting scenes but my favorite one
is S2 e22 "Broadway Malady"

I have a couple of favorites. Os Mutantes of course will be my all
time fave. Newest edition is Siluman Ular which has Loni, a nagin,
that transforms into many women to deceive the other characters.
Lastikman with the villain Morphino is another one on my list. I
liked that they used the Star Trek DS9 shape-shifting effect used
by the Changelings. A very welcomed Special FX.

for me top spot is Metamorfo OS Mutantes , I loved how he
comfortably impersonated characters and even fooled the family
members and friends, one of the best shapeshifters in media. only
wish if he could transform into Amelia .
second probably Lucas from Los Protegedos pretty good thou not as
good as metamorfo.
Chameleon, his disguises are awesome thou criminally underused in
non-comic media.
Zarab from Ultraman.
Naqaab from shh koi hai .. his bijli impersonation.
Burak Shapeshifter from that turkish series.
not necessarily, transformation but Kaitou kid is good and Jack
masking of Qiu Jinlan from Taiwanese series Reunion.

Metamorph (Caminhos do Coração) very well done transformations, I
also regret not having transformed into Amelia, could it be that
the actress was unable to make the personality? Daraemon has varied
transformations like possesson, body suit, body swap, very good.

I agree with Jay on a previous post about Deathstalker. Still to
this day it's amazing because of how it was done and how amazing
Barbi Benton’s acting is playing the transformed male guard
Muskind. Munkar (the wizard that transformed him into the Princess)
should have got some from Muskind so he could teach him what a
woman feels like to have sex. Then Muskind would have enjoy being
with Deathstalker and he would not have suspected him and could
have killed him! Deathstalker sure got him some that was for sure!
This could have been so much more!
