She made all the decisions at the production level, she was in
charge and did the casting, for example the very first Doctor.
But OK, let's take a step back and look at who hired her:

Doctor Who has quite some other problems than the gender of the
Doctor. Showrunner Steven Moffat has alienated the casual viewers
and annoyed a lot of fans with his overcomplicated but still empty
episodes. In recent years the show lacked emotions, except when
hammered into the story by killing off companions - only to bring
them back anyway. All this rubbish, together with the continuous
hiring of mediocre writers have made the ratings drop. A lot of
people out there have given up Doctor Who, and the only way to
bring them back (at least for one or two episodes) and to inform
them, that a new showrunner is in town, was a big PR stunt. Yes, it
can be discussed if it is a good idea to take fictional male
characters and turn them female (or black etc.), instead of
inventing brand new female (or black etc.) characters. But in case
of Doctor Who, that casting stunt will give the new showrunner the
chance to show a bigger audience his vision of the Doctor Who. None
of the casual viewers would have returned to see a new male actor
doing all those things the don't want to see anymore. But they will
turn in to see the female Doc in action, and if Chibnall (who may
not be a good writer, but at least doesn't seems to have an
inflated ego like Moffat) comes up with some straight and
entertaining stories filled with understandable emotions, then
those people may stay again with the show. Doctor Who won't be
canceled, and in three years we will get a male Doctor again. Fine
by me.

Overkill. Should have kept it simple. But then I haven’t been able
to watch the show since its revival anyway.
Yeah, yeah, I’ve got a kink and I’d love to turn into a cute woman
younger than I am, sure.
